Subject: Re: Submission for Broadband Inquiry from Dr Clarence Tan, Bond Wireless
Hi Michael

As discussed on the phone today, Chris Lane will be coming with me as an additional witness and will be faxing the witness form to you.
My additional points for submission are:

1. The monopolistic position of Telstra has made it difficult to compete in the Broadband market. We have found it extremely difficult running a sustainable business despite our superior technical solutions as a Motorola and a Microsoft partner. We have the capability to provide broadband wireless fixed access to customers that have difficutly in obtaining ADSL or any other means of broadband access. However there seems to be a lack of a Chinese Wall between Telstra's wholesale and retail business as we have potential customers that have requested ADSL access for a very long time but upon learning of our solution, Telstra Countrywide suddenly is able to provide MiniMux solutions.

2. Coastalwatch (a Bond Wireless partner), has one of Australia's most extensive ADSL networks, providing internet content services to the surfing and boating community. Coastalwatch has experienced many ADSL network restrictions and encountered numerous problems in maintaining quality of services on the ADSL network.

3. We need the government to expediate the approval for powered backhauling of fixed wireless broadband at 5.7Ghz. We understand from our partner, Motorola, that the application has taken more than 6 months and still awaiting approval. The Motorola Canopy system can currently transmit up to 3 km unpowered but has a range of more than 30km when powered at 60 watts. This solution is a very cost effective method for providing broadband access to regional and country Australia where broadband access is currently unavailable, having been marketed in the US and other parts of the world for over a year.

4. We provide SMS Premium solution as a payment method for broadband wireless access but this effort has been thwarted as Telstra is having issues providing their subscribers the ability to subscribe to the SMS Premium solution, thus depriving Telstra mobile phone subscribers from enjoying the benefits of this service. In addition, we have received feedback from disgruntled client's customers that Telstra staff are offering an inferior service to them when they call up to complain of their inability to access the service as an alternative in one of our SMS Premium content provisioning solution.

Cheers

Clarence
