Concludes that policy makers need to develop a greater depth
of understanding of rural issues, give greater priority to defining
the needs and entitlements of rural populations, and develop
more appropriate services and responsive methods of service
delivery if residents of rural and remote Australia are not
to be left behind in Australia's social and economic development.
