Yellow with the flag of the UK in the upper hoist-side quadrant; the flag of the UK bears five yellow five-pointed stars—a large one on a blue disk in the centre and a smaller one on each arm of the bold red cross.

Legislative—a unicameral Legislative Assembly of 20 seats. Members are elected by popular vote to serve three-year terms (six are elected from a common roll and 14 are village representatives).

In a Pacific Magazine article of 12 May 2005 entitled Niue: Young Vivian Re-elected as Premier discusses his election platform of continuing development, the three new Members of Parliament and the possible Cabinet make-up.

According to a Radio New Zealand International article dated 15 May 2005 entitled Niue’s Premier drops former Finance Minister from Cabinet, Toke Talagi has been dumped from the three-person Cabinet in Vivian’s new government in favour of Mrs Va'inga Tukuitoga.
