While it is generally considered inappropriate in debate in the Senate
to prejudge the findings or recommendations of a committee, there is nothing to
prevent debate canvassing issues which are before committees (statement by
President Reid, SD, 27/10/1997, p. 8064).
Uncompleted committee
of the whole proceedings on a bill, however, may not be debated (SO 119).
