Clerk to read the proclamation calling the Parliament together

2. Attendance of Deputy

Usher of the Black Rod to announce the Deputy of the Governor‑General, the Honourable Robert French AC, Chief Justice of the High Court of Australia and the Honourable Justice Susan Kiefel AC

3. Opening of Parliament
    More information 

The Deputy directs the Usher of the Black Rod to summon the members of the House of Representatives to the Senate chamber

When members are seated, the Deputy addresses both Houses and opens the Parliament

At the completion of the address, Justice Kiefel and members of the House of Representatives leave the Senate chamber

4. Swearing in of senators

Clerk to table the certificates of election of senators elected on 2 July 2016

Senators representing all states and territories to be sworn in

5. Deputy to retire

6. Election of President

The sitting of the Senate will be suspended

At 2.25 pm, the sitting of the Senate will resume

7. Presentation of the President and senators to the Governor-General

Leader of the Government in the Senate (Senator Brandis) to advise the Senate that the Governor-General will receive the President and senators in the Members’ Hall

The sitting of the Senate will be suspended to enable the presentation of the President to the Governor-General

At 3 pm, the sitting of the Senate will resume

8. Governor-General’s opening speech

Usher of the Black Rod announces the President

Usher of the Black Rod announces the Governor-General, His Excellency General the Honourable Sir Peter Cosgrove AK MC (Retd)

The Governor-General directs the Usher of the Black Rod to summon the members of the House of Representatives to the Senate chamber

When members are seated, the Governor-General addresses both Houses

At the completion of the opening speech, the Governor-General is escorted from the chamber and members of the House of Representatives retire

At approximately 5 pm, the sitting of the Senate will resume

9. Prayers and acknowledgement of country

President to report receipt of the Governor-General’s opening speech

Leader of the Government in the Senate (Senator Brandis), by leave, to move a motion to suspend standing order 3(4), to enable the Senate to consider other business before the adoption of the address-in-reply to the Governor-General’s opening speech

14. Ministerial and party arrangements—statements by leave

Leader of the Government in the Senate (Senator Brandis) to make a statement relating to ministerial arrangements and party office holders

Leaders of other parties in the Senate to make statements relating to party office holders

15. Election of Deputy President and Chair of Committees

16. Temporary chairs of committees

President to table a warrant nominating senators as temporary chairs of committees

17. Statement by President—question of privilege

18. Death of former member

President to inform the Senate of the death of Eoin Harrap Cameron, a former member of the House of Representatives for the division of Stirling, Western Australia

20. Leave of absence—Government Whip, by leave, to move a motion for leave of absence for Senator Ryan
