Report 1 of 2017

On Thursday, 16 February 2017, the PJCHR tabled its Report 1 of 2017. This report provides the PJCHR's view on the compatibility with human rights as defined in the Human Rights (Parliamentary Scrutiny) Act 2011 of bills introduced into the Parliament during the period 28 November 2016 to 9 February 2017 and legislative instruments received between 11 November and 15 December 2016. The committee also concluded its examination of two bills and one legislative instrument.

Freedom of speech in Australia

On 8 November 2016, pursuant to the section 7(c) of the Human Rights (Parliamentary Scrutiny) Act 2011, the Attorney-General referred to the Parliamentary Joint Committee on Human Rights the following two matters for inquiry and report:

  • whether the operation of Part IIA of the Racial Discrimination Act 1975 (Cth) (including ss 18C and 18D) impose unreasonable restrictions on freedom of speech; and
  • whether the complaints-handling procedures of the Australian Human Rights Commission should be reformed.

The reporting date for this inquiry is 28 February 2017.
