  to include climate change as a matter of national environmental significance, thereby ensuring that major new projects, which lead to the emission of more than 500 000 tonnes of carbon dioxide or carbon dioxide equivalent per year, are assessed for their climate change impact as part of any environmental assessment process.

  Introduced with the Aviation Transport Security (Consequential Amendments and Transitional Provisions) Bill 2003, the bill: restructures the aviation security regulatory framework and provides for flexibility to respond to the changing threat environment; aligns Australian aviation security with the revised International Civil Aviation Organisation standards; and introduces graduated penalties for a more equitable enforcement regime. Also contains a regulation-making power and a saving provision.
