    Part of a package of three bills to establish a horse disease response levy, the bill amends the
    Australian Animal Health Council (Live-stock Industries) Funding Act 1996
    to enable horse disease response levies to be appropriated to the Australian Animal Health Council to repay amounts paid by the Commonwealth due to an outbreak of an emergency horse disease. Any excess levies are to be used for research and development activities or the promotion or maintenance of horse health.

    Part of a package of three bills to establish a framework for the Commonwealth funding of higher education, the bill replaces the current arrangements under the
    Higher Education Funding Act 1988
    and provides for: grants (primarily through the Commonwealth Grants Scheme) and other payments to higher education providers; financial assistance to students including: HECS-HELP assistance for student contribution amounts, FEE-HELP assistance for tuition fees, and OS-HELP assistance for overseas study; a Student Learning Entitlement equivalent to 7 years of full-time study; repayment of student loans; administrative matters; provision of higher education in the external Territories; and review of the impact of the proposed Act.

    to: increase the maximum payments for the Commonwealth Grant Scheme in 2011; account for indexation to other grants and Commonwealth scholarships for the 2012 to 2014 calendar years; reduce the HECS-HELP up-front discount from 20 to 10 per cent; reduce the HELP voluntary repayment bonus from 10 to 5 per cent; and clarify that Australian citizens are not entitled to Commonwealth support or to access certain schemes when undertaking a course of study primarily at an overseas campus.

    Amends the Higher Education Support Act 2003 to: clarify that students cannot access VET FEE-HELP assistance to undertake a vocational education and training (VET) unit of study that is not essential to the student’s course; ensure that the minister can revoke the approval of a VET provider of a body corporate that does not meet certain requirements; and allow higher education and VET provider notices of approval to take effect the day following registration on the Federal Register of Legislative Instruments.
