to: abolish the Aboriginal and Torres Strait Islander Commission (ATSIC); rename the Act as the
Aboriginal and Torres Strait Islander Act 2005
; and make consequential amendments arising from its abolition, including: the transfer of ATSIC’s assets and liabilities to other agencies, the establishment of a new housing fund to be administered by Indigenous Business Australia, and modification of the role of the Office of Evaluation and Audit; and
Aboriginal and Torres Strait Islander Act 2004
to: abolish regional councils from 1 July 2005; and make consequential amendments. Also makes consequential amendments to 11 other Acts.

Aboriginal and Torres Strait Islander Heritage Protection Act 1984
to: give certainty to international cultural loan arrangements by providing that a certificate of exemption issued under the Protection of Movable Cultural Heritage Act 1986
allowing the return of loaned cultural heritage objects cannot be overridden by a declaration under the Act; repeal Part IIA and other Victoria-specific provisions to enable the Victorian Government to administer Aboriginal heritage protection in Victoria directly through its own legislation; and make technical amendments as a consequence of the commencement of the Legislative Instruments Act 2003
; and Aboriginal Land (Lake Condah and Framlingham Forest) Act 1987
to make amendments consequential on the repeal of Part IIA of the Aboriginal and Torres Strait Islander Heritage Protection Act 1984
.
