    to: allow higher education providers to impose an annual capped compulsory student services and amenities fee of $250 from 1 January 2011; establish the Higher Education Loan Program (HELP): Services and Amenities-HELP (SA-HELP) to enable eligible students to access a loan for the fee; and require higher education providers that receive funding for student places under the Commonwealth Grants Scheme to implement National Access to Services Benchmarks.

    Tertiary Education Quality and Standards Agency Act 2011
    to: implement the recommendations of the
    Review of the Higher Education Provider Category Standards
    ; implement an outstanding recommendation of the
    Review of the impact of the TEQSA Act on the higher education sector
    to refer to the Threshold Standards as a single unified framework; include reference to the new Australian Qualifications Framework qualification type 'undergraduate certificate' in the definition of 'higher education award'; allow the Tertiary Education Quality and Standards Agency (TEQSA) to extend the period of a provider's registration or course accreditation more than once; allow review by the Administrative Appeals Tribunal of a decision by TEQSA not to change the category in which a provider is registered; enable TEQSA to assume control of higher education student records from a registered higher education provider in the event the provider ceases operations; and protect the use of the word 'university' in Australian internet domain names; and

    to confirm that higher education providers can use Indigenous student assistance grants to assist prospective, as well as existing, Indigenous students.

    to: enable certain New Zealand citizens who are Special Category Visa holders to be eligible for HELP assistance from 1 January 2016; enable Torrens University Australia to be eligible for equivalent funding support as all other private Australian universities; update the name of the University of Ballarat to Federation University Australia; and confirm the relevant heads of constitutional power for other grants;

    to remove the requirement for the commissioners to prepare annual operational plans; and
    Australian Research Council Act 2001
