Climate
change - Background Note
Climate change—its causes, consequences
and responses—is a major subject of
political debate in Australia and overseas.
It is a subject on which there is a wealth
of information produced by experts from a
range of different perspectives—scientific,
economic, legal, social policy and foreign
affairs. It is also a subject about which
even the experts are often not in agreement.
There is a surfeit of information on all
aspects of climate change, and it can be hard
to keep up. The Parliamentary Library has
therefore prepared this climate change web
site to help provide senators and members
of the Australian Parliament, and their staff,
with accurate and timely information and background
on the key issues. The web site includes useful
information sources and explains core concepts
and developments necessary to understanding
and responding to the climate change debate.
Given the breadth and complexity of the subject,
the web site must of necessity be regarded
as a 'work in progress'. As resources allow
and as events progress, further explanatory
information will be added.

Latest
issues
- On 22 October, the Government reintroduced to the House of
Representatives its package of Bills that make up the proposed
Carbon Pollution Reduction Scheme (CPRS). The Bills are scheduled
to be voted upon the House of Representatives in the week commencing
16 November 2009, and subsequently in the Senate.
- On 21 October, India
and China signed a Memorandum of Agreement setting up cooperation
on climate change between the two countries.
- On 12 October, the Greens launched their Safe
Climate Bill which they describe as: “a collection
of 12 linked bills based around the pillars of renewable energy,
energy efficiency, clean transport and forest protection, supported
by a real carbon pricing scheme.” The package of
Bills were released as exposure drafts for public feedback and
debate. However, a few of the Bills in the package have already
been introduced in the Senate, while others are still going
through the consultation phase.
- The Council of Australian Governments has released three
discussion papers regarding details of the Renewable Energy
Target. Submissions are welcomed until 30 October 2009.
- The Government has flagged that it is reviewing some aspects
of the National
Greenhouse and Energy Reporting (Measurement) Determination.
