    Describes the needs of rural people in the areas of health, education, income assistance and communications, and the main Commonwealth programs through which services in these areas are currently delivered. Women have been discussed in a separate section of the paper because of the significant impact that the delivery of social services has on their lives and that of the rural communities in which they live.

    Concludes that policy makers need to develop a greater depth of understanding of rural issues, give greater priority to defining the needs and entitlements of rural populations, and develop more appropriate services and responsive methods of service delivery if residents of rural and remote Australia are not to be left behind in Australia's social and economic development.

    This paper has four objectives: to outline the constitutional basis for the taxation of mineral resources, to provide an easily accessible list of the legislation behind the principal mineral resources taxes, to examine the revenue treatment of a number of natural resources in their raw state, and to provide a brief statistical overview of select mineral industries. It deals only with relevant Commonwealth legislation, although State regimes are mentioned in passing.
