References to committees

While it is generally considered inappropriate in debate in the Senate to prejudge the findings or recommendations of a committee, there is nothing to prevent debate canvassing issues which are before committees.[44]

Uncompleted committee of the whole proceedings on a bill, however, may not be debated.[45]
